I'd guess petrol station... I haven't lived in Abu Dhabi for many years, but if I recall correctly, that is the right symbol for the petrol company. Don't tell me that those are the men's and women's toilet.

This is the most flamboyant ADNOC station I have ever seen! Fabulous!
I'm guessing either a petrol station or a car wash, or possibly both.
