This café and lookout tower is located at Marina Mall on the breakwater and has been waiting to open for over a year now. Rumor has it that they forgot to include a fire escape, hence the delay.
Surprisingly, health and safety inspections do take place here and are taken pretty seriously, which is probably why it’s never open.
Well spotted with the green bags (I hadn’t noticed them myself). They serve two purposes – firstly, to stop the birds eating them and secondly, to catch the dates from falling to the ground.

Forgot? Aren't there building inspectors or permits that require plans be approved and checked for these things?
